From Beaver Cohort: We heard yesterday about the concern from legislatures at both the state and federal levels for predictable timelines and 'streamlining'. We heard today about the need for tribal responses for free prior and informed consent and concerns about inundating tribal staff with consultation. Some state agencies have funded liaisons to facilitate permit application reviews etc. at other agencies like the Corps and Ecology, and it seems like funding dedicated staff at Tribes to review state projects could be an option. We know not every Tribe would be open to this as it could cause issues related to sovereignty, and state budget is an issue. But if this was to be pursued, what are additional concerns we might face in implementing such an effort? What are things that could make this successful?
